The primary effectiveness outcome for the study is an increase in HIV testing, PrEP uptake and adherence, and SUD service utilization at 6 months and 12 months in the MEPS compared to the usual care group. Secondary effectiveness outcomes include frequency of service use for SUDs, hepatitis C virus testing, and linkage to care for those who test positive for HIV or hepatitis C.

Eligibility Criteria

Eligible

You may qualify if you...

  • Assigned male at birth
  • Age 18 to 59 years old
  • Released from incarceration (jail, prison, or detention over 24 hours) within the previous 12 months
  • Reports a substance use disorder diagnosis or has sought substance use services in the past 24 months
  • In the past 24 months, reports either intercourse with a person assigned male at birth or injection drug use
  • Has not been diagnosed with HIV (self-reported)
  • Owns or plans to obtain a smartphone
  • Plans to live in the designated counties for at least 9 months after enrollment
  • For staff participants: at least 18 years old and employed at or involved with a study site or agency in the study counties
  • Willing to provide informed consent

  • Unable to speak or understand English
  • Has insufficient reading skills to use a mobile phone app
  • No exclusion criteria listed for staff participating in implementation interviews
