Researchers are evaluating a Mobile Perinatal Psychiatry Team EMPPer that supports children aged 0 to 3 years and their parents by providing psychiatric care directly to families facing difficulties. This approach aims to improve early detection and intervention for developmental and neurodevelopmental disorders, promoting better psychomotor development and child language outcomes. The study compares areas with and without EMPPer services and examines its impact on child development and healthcare costs. The intervention involves a mobile team visiting families in a designated region Meurthe-et-Moselle Sud to facilitate access to psychiatric care, especially for vulnerable populations. Children in this area receive the EMPPer intervention, while children in comparison regions Strasbourg and Reims do not. The study uses a quasi-experimental design including before-and-after comparisons and process evaluations to assess implementation, impact, and cost-effectiveness. Participants include children aged 0 to 3 years and their families. Data collection occurs at ages 2 and 4 years, including psychomotor development assessments, language delay evaluations, satisfaction and therapeutic alliance questionnaires, and healthcare cost analyses. The study uses observations, interviews, and standardized tools to understand the interventions effects and sustainability over time, with a total follow-up period extending to 4 years.
