The main goals are to reduce the age of CP diagnosis and to standardize infant assessment methods. No interventions are given; instead, observation and data collection on development and diagnosis will occur.

Eligibility Criteria
You may qualify if you...
- Legal guardians must be able and willing to give written informed consent and comply with the study protocol
- Infants considered high risk for cerebral palsy and neuro-developmental impairment
- Includes preterm infants born at or before 32 weeks post menstrual age or weighing 1500 grams or less at birth
- Includes infants with encephalopathy
- Includes infants with neurological risk factors such as brain injury or malformation seen on neuroimaging or persistently abnormal neurological exams

- Death prior to discharge from the neonatal unit
