This observational study aims to evaluate whether a Community-Based Primary Health Care Project can reduce inappropriate use of the Emergency Medical System in Bergamo. The main focus is to analyze monthly changes in urgent calls to the Emergency Medical System to understand the impact of this community health approach. The study involves a behavioral intervention where mediation is provided between citizens and health workers. This mediation helps guide people to use social and health services in a more orderly and appropriate way. The intervention is observed over time to assess its effects on emergency service use. Participants will be monitored based on the number of inappropriate accesses to the Medical Emergency System during the intervention period. The study collects data on urgent emergency calls and evaluates changes in usage patterns. The total study period extends from 2020 to mid-2025, with ongoing observation of emergency system calls.
