This research aims to evaluate the Communities Care (CC) program designed to prevent violence against women, girls, and adolescents by addressing harmful social norms. The study focuses on both adult and adolescent participants aged 10 and older in two regions of Somalia, Banadir and Galmudug. It uses a hybrid type 2 effectiveness-implementation design guided by the RE-AIM framework to measure how well the program works and how it is adopted and maintained in the community. The CC program is a behavioral intervention targeting social norms and promoting behavioral change to reduce gender-based violence (GBV) and related harms. It is implemented by the Comitato Internazionale per lo Sviluppo dei Popoli (CISP) NGO in partnership with the Somalia Ministry of Education, local Women Led Organizations, public schools, and child protection service providers. The program is delivered in community and school-based settings across districts randomized to intervention or control groups. Participants will be assessed using surveys and other quantitative and qualitative methods at multiple times: at baseline, midline (12 months), endline (24 months), and maintenance (36 months) post-baseline. Outcomes measured include various forms of violence, harsh punishment, intimate partner violence, and related social norms. The study also evaluates program reach, adoption, implementation, and long-term maintenance in the intervention districts. Follow-up lasts for up to 36 months, with data collected from both participants and community members not involved in the program.
