  • People living with HIV included in priority groups 1 or 2 for the initial lottery for the AAY program
  • Eligible for the HIV transitional housing program
  • No plans to leave Philadelphia in the next year
  • Regular access to a telephone to complete phone surveys
  • Able to provide informed consent
